Summary


Growing company looking for a competent Contract Administrator and RFP Writer to aide in responding to RFP’s, RFI and RFQ’s. In addition, managing, working and developing federal contracting opportunities in the organization. The right candidate should have previous RFP / proposal writing experience. They will have some light administration task and will have a key personal role in the organization as it relates to the federal government. They will have a security clearance or can obtain a security clearance. The RFP writer position offers a blend of responsibilities in project management and strategic writing. The Proposal Manager continues to improve proposal processes, utilizes developed processes to manage proposals, contributes to written sections, utilizes internal coordination and external consultants to develop and produce proposals from scratch. To be successful in this role, you will need to be highly detailed, have excellent networking skills and bring a consultative approach to help generate new relationships with federal government contracting officer seeking to purchase IT services and solutions and outsource there IT management.


Responsibilities
  • Effectively, professionally, and respectfully represents our organization to other staff members, customers, vendors and potential customers.

  • Determine proposal requirements and coordinate with external team partners for proposal input.

  • Prepare matrices, outlines, schedules, and conducts proposal kickoff briefings.

  • Manage proposals of varying requirements, strategies, and customers

  • Analyze RFP requirements; create the proposal schedule, outline, and compliance matrix, and all tools used for development and quality control

  • Possess a competitive team spirit with a strong aptitude for follow through

  • Exceptional time management

  • Comfortable executing a high call volume with a professional and friendly phone manner.

  • Excellent verbal, written, communication and sales skills

  • Ability to build and maintain client relationships and secure new customers

  • Strong computer skills and ability to multi-task

  • Negotiates contract terms and conditions

  • Leads a negotiation team comprised of technical, legal, and fiscal participants

  • Performs solicitation review, and complete proposal

  • Review evaluates quotations, bids, and proposals

  • Prepares and/or negotiates contract prices, terms, and conditions

  • Prepares various correspondences and reports

Job Qualification
  • Contracting law, Uniform Commercial Code, FTA Circular 4220.1F, FAR and other laws and regulations

  • Contract negotiation methods and technique

  • Some sales experience as a contract officer

  • Some Industry knowledge of IT services.

  • Some experience selling, negotiating, and closing skills with ability to build long term business relationships

  • Ability to learn quickly, process high volume, and think outside the box

  • Strong work ethic, do what it takes to get the job done-approach, while maintaining high ethical business standards

  • Significant customer service, organization, and multi-tasking abilities

  • Understanding of Basic Industry Concepts

  • Willing to learn new technologies like Office 365 Platform Services, MS Dynamics

Education
  • Bachelors degree preferred

  • Knowledge of relevant CRM Application

  • Knowledge and experience of customer service practices
